Records the result of the tests-only round in the active context, the
progress, and Decision 21: 89 It blocks, 121 cases, the suite from 1,494
to 1,615 cases per configuration with no failure, 38 of 64 parameter
sets closed, 26 with a leftover, no defect; the round is on the branch
ai/tests-round-1 and has not run on the GitHub runner.
Adds to the debugging insights the helper that waited for a child that
never started: a test-name filter with spaces broke the nested quotes of
runas, which looked like a stall under load.
